Fraudulent waste

Ive been scammed many times by apps that promised to "schedule" or "delay" text messages I want to send. That said I was careful to read the overview of this app before purchasing, and when I bought I did so figuring theres no way these guys could be another scam given how overt and simple they describe their app.

Well, Im guessing Apple does not have any quality control (or at least not any significant one) because this app is an absolute total waste-of-time-fraudulent-scam and the "developer" should be ashamed of themselves, as should Apple. Why is it that Apple doesnt allow us to get refunds and vote with our wallets, especially when scammed?
